The Panel will encourage States and other stakeholders to strengthen efforts to understand risk related to infrastructure and to envision the development of governance baselines that will facilitate the collection, analysis and management of disaggregated data in support of the development of strategies and plans at national and subnational level, and that may enable cooperation for bridging capacity gaps.
